Michael Kelley of Wichita, Kansas was involved in a crash on Monday, January 27th 2020 at 6:42 pm in Pratt County, Kansas. Kelley is a 60-year-old man.

In the crash, Kelley was driving a 2020 GMC Savana. The crash happened here: U281 66 or .1 miles South of NW 120th St. The police described the crash like this:

Vehicle 1 was Southbound on U281, Vehicle 2 was Northbound on U281. Vehicle 1 struck a cow, the cow then went into the Northbound lane and Vehicle 2 was unable to avoid striking the cow.

This statute imposes on those subject to it "a civil penalty in an action brought by the attorney general or county or district attorney" of up to "$500 for each violation."
