Darrell Kinney of Westminster, Massachusetts was involved in a crash on Wednesday, August 8th 2018 at 6:02 pm in Allen County, Kansas. Kinney is a 62-year-old man.

Vehicle was westbound on Hi Road being pursued by Law Enforcement. Driver lost control and went into the eastbound ditch and struck a barbed wire fence. Vehicle then rolled clockwise, coming to a rest on it's top.

This statute imposes on those subject to it "a civil penalty in an action brought by the attorney general or county or district attorney" of up to "$500 for each violation."
